DYS/DCF Combining...Staff Movement

I have heard rumors of the two departments combining, and the possibility of them relocating several units. This would create futher hardship for those whose units have been closed lately and already been reloacated. IE if someone from Worcester was relocated to Westboro and will soon be sent to Middleboro. Is this true and what is being done to make sure State Employees won't have to uproot their entire families?
